Hemp for Victory, a Texas-based 501(c)(3) nonprofit dedicated to cannabis education and supporting veterans, applauds President Donald J. Trump's signing of an executive order on December 18, 2025, directing the Attorney General to expedite the rescheduling of marijuana from Schedule I to Schedule III under the Controlled Substances Act.
This significant action recognizes marijuana's accepted medical uses and lower potential for abuse compared to Schedule I substances, paving the way for expanded research, improved patient access, and reduced regulatory barriers—while maintaining federal controls and falling short of full legalization.
As one of the 25 Designated Participants in the DEA's formal hearing process (Docket No. 24-44), Hemp for Victory has been at the forefront of advocating for this evidence-based reform. Through our petitions, motions, and testimony—including collaborations with partners like Village Farms International—we highlighted the therapeutic benefits of cannabis, particularly for veterans managing pain, PTSD, and other service-related conditions as a safer alternative to opioids.
This executive order aligns with the "Make America Healthy Again" agenda by prioritizing scientific research, states' rights, and health-focused policies, even amid differing views within the GOP.

Hemp for Victory is a 501c3 non-profit organization focused on educating leaders about cannabis and its positive impact on the veteran community. We conduct events, demonstrations, and panel discussions that promote open dialogue, help remove stigmas, deepen understanding of our veterans’ use of cannabis as a natural way to manage their mental and physical challenges that have resulted from their service. Ultimately, we want to offer hope for a healthier road ahead.
We believe it’s time for our elected officials, community leaders, military leadership, industry partners, and veterans and their families to address the pain in front of us. There’s medication that works best for our veterans, and we need to bring awareness, acceptance, and access to this natural solution.
